Glitter Beast

This is actually a variation on an old Apple 2 Basic effect I made, from the early 90's, if you can believe that. Basically, the program keeps a revolving set of endpoints, and an internal notion of a center point. The center point basically has a random walk applied to it, wrapped at the edges of the area. Every frame, erasing lines are drawn between all the endpoints and the currently selected endpoint, the selected endpoint records the new value of the random walk center, new lines are drawn from the selected endpoint to all other endpoints, and the next endpoint (from a looping buffer) is then selected for next frame.
